Sue Cowley of the Doctor Who Restoration Team has issued a report on the status of Dalek and Terry Nation stories which clarifies recent issues somewhat. For anyone who hasn't read this on Outpost Gallifrey or related sites yet:

As it currently stands, stories written by Terry Nation cannot be screen on TV anywhere in the world during the latter half of 2003 and beyond. Hence the situation with PBS, and UK Gold's Dalek special is being run rather earlier in the year than might have otherwise been anticipated.

The matter relates specifically to stories and situations penned by Terry Nation, and it is not restricted to Doctor Who. Neither is it a new or unexpected "problem". Negotiations are in progress to allow further transmissions. In my role as Manager of the catalogue for BBC Worldwide TV, I remain hopeful that this matter can be resolved in the near future. To the best of my knowledge, this has absolutely no bearing on current or forthcoming video/DVD releases, which are negotiated and cleared under separate agreements.

WYBE-DT 34 Philadelphia, PA and WCNY-DT 25 Syracuse, NY are now on the air, and apparently simulcast their schedules of their analog brothers (WYBE 35 and WCNY 24), including Doctor Who. Non-commercial TV stations in the US are required to have their digital signals on the air by May 1st or have applied for extensions.
The UK Sci-Fi Channel http://www.uk.scifi.com/ will be airing the 1996 Doctor Who TV Movie on 5 May from 7:20 to 9PM.
The South African Sci-Fi Channel http://www.uk.scifi.com/ - yes, the same website - will air both the 1996 Doctor Who movie and a new Doctor Who special in May. The special is part of a series profiling UK Science fiction shows called SF:UK. Here's the lineup:
